Well, I figured I will help new guys out on this.
First, how to download, and Install car.

1. Click Link, download .car file
2. Computer<OS( C: )<Papyrus<NASCAR RACING 2003 Season< Series<(Select Mod)<Cars< Copy and Paste .Car file

How to convert your just freshly painted car to a .car file.
1a) Save the PSD.
1b) Save another copy.
2) Put the directory in Papyrus-> NR2003 -> exports_imports.
3) Save as a .tga.
4) Open the game and go to the mod of the painted car.
5) Make a new car file.
6) Click the import button. (will be there if you have the patch.)
7) Fill the info and save the car.
Have fun racing your car.
